The Whirlpool Duet Washer F13 Error means the dispenser motor on top of the dispenser housing is not moving to it's proper position. It's classified as a Dispenser Circuit Error.
This error is most commonly caused by a failed dispenser motor. Check the linkage between the dispenser motor and top of the dispenser housing. If the linkage looks ok and is not cracked, or damaged check the wiring between the central control unit and the dispenser motor for loose connections or damaged wires.
If everything listed above looks ok replace the dispenser motor. The page linked below has the part information and replacement instructions for the dispenser motor. If replacing the dispenser motor does not fix the error then the dispenser circuit in the central control unit has failed and the central control unit will need to be replaced.
